国务院发布对重点产业的扶持政策

1、集成电路的生产领域
税收新政对 28 纳米以下制程的生产企业和项目优惠力度最大，符合条件的，在长达 10 年的期限内都免征企业所得税。这鼓励更多企业投资 28nm 以下线宽产线，国内集成电路制程迭代速度有望加速。
2、集成电路的设计领域
依照此前的政策规定，芯片设计企业享受 " 两免三减半 " 政策。本次政策中，芯片设计企业最高享受 " 五免 + 后续年份 10%" 的优惠政策。
3、设计、装备、材料、封装、测试环节
国家鼓励的相关领域企业和软件企业，自获利年度起，第一年至第二年免征企业所得税，第三年至第五年按照 25% 的法定税率减半征收企业所得税。
